Goals for Lincoln School Committee
2004-2005 School Year

School committee goals for academic year ’04-05 were adopted on 6/14/04. The assessment against goals was discussed at three meetings, and voted on 6/9/05.

1. Adopt FY 06 budget
  • Conducted a 5 month public process to arrive at base and override budgets
  • Adopted a budget that supported the key initiatives of modest program improvements, restoral of some programs, increased professional development, and maintenance of all key current programs
  • Coordinated with Fin Com
  • Developed extensive FAQ document
  • Organized budget communication and outreach program with other Town boards, participated in multiple info. sessions
  • Attended and presented at PTA meetings
  • Prepared op ed piece for LJ on budget, wrote piece in Lincoln Review and narrative for Lincoln Annual report
  • Take multi-year planning into consideration
  • Coordinate with other Town boards to try to increase participation at Town Meeting, and get out the vote efforts
2. Oversight of District operations, and provide support for achieving District/Superintendent goals
  • Finance subcommittee met regularly and helped with course corrections to guide District to finish the year on budget and in the black
  • Established goals for Supt.
  • Reviewed mid-cycle progress against Supt. Goals
  • Conducted performance evaluation of Supt. against goals
  • Worked with Supt. to develop long-term agenda
  • Wrote charge for Facilities subcommittee and circulated it among relevant Town boards
  • Reviewed reports and plans for Hanscom and Lincoln faciltiites
  • Met with Capital Planning Committee, worked to present several capital warrant articles
  • Approved N-Star energy savings plans for both Lincoln and Hanscom campuses
  • Reviewed plans and status of transportation, after-school athletics, LASMP
  • Reviewed plans and status of leadership structure at Lincoln School
  • Hired new legal counsel for LPS to provide better and more cost-efficient services

3. Oversight of program improvement, academic achievement, teaching and learning
  • Worked with administrative team on teacher contract negotiations to ensure meaningful teacher performance evaluations are in place
  • Heard in-depth reports on several curricular areas (math, art and music, science)
  • Oversaw forums on MCAS results on both campuses
  • Reviewed school improvement plans and end of year progress against plans
  • Reviewed reports on professional development plans and status updates
  • Reviewed plans and progress on teacher mentoring program
  • Reviewed plans and progress on teacher professional status and certification
  • Reviewed plans and progress on training for classroom assistants
  • Reviewed plans, progress and evaluations of SPED program

4. Revise existing, or establish new policies as needed
  • Revised policies on field trips, use of school facilities, use of physical restraint
  • Jumpstart any policies on pressing issues
  • Prioritize which policies must be updated to be in compliance with state and federal regulations
5. Guide creation of strategic planning process and first version of strategic plan for the District
  • Held several meetings with subcommittee and had a SC workshop to discuss strategic plan frameworks
  • Obtained and analyzed strategic plans from several other districts
  • Work on vision/mission statement that will help to guide central office work on strategic planning and multi-year goals work
6. Improve communications
  • Communications subcommittee met regularly and drafted a “District roles and organization” document that was made available in several venues
  • Mounted and maintained SC bulletin boards in several locations
  • Published several letters and op ed pieces on relevant topics throughout the year
  • Held monthly SC coffees
  • Began televising SCmeetings
  • Made improvements on SC webpage
  • Launched SC and District news email lists
  • Posted long term and bi-weekly SC agendas in regular manner
  • Posted SC minutes as soon as approved
  • Prioritize which communication efforts are most effective and concentrate on those
  • Figure out ways to maintain bulletin boards easily
  • Hold quarterly coffees
  • Work with Cable Committee to get more consistent coverage of meetings
  • Work on ways to publicize more; send out announcement in PTA summer mailing
7. Make SC operations more effective and efficient
  • Began system of goal setting, mid-cycle review and assessment against goals
  • Utilized system of work plans
  • Established a couple of subcommittees
  • Participated in MASC and EDCO training
  • Delegated some written tasks to smaller subteams of SC members
  • Developed guidelines for posting SC information on website
  • Developed guidelines for use of email
  • Approved use of consent agenda

8. Negotiate contracts with LTA, AFSME
  • Negotiations subcommittee met regularly with LTA team and agreed upon contract on target with many improvements for District
